ABSTRACT

Between 1971 and 1996 road traffic in Great Britain increased from 208 billion to 438 billion vehicle kilometres. During the same period carbon dioxide emissions, a major greenhouse gas, from road transport almost doubled (ONS, 1999), rising from 17 million tonnes in 1971 to 31 million tonnes by 1996. The transport sector accounts for about 25 per cent of all carbon dioxide (CO2) emissions, and it is the only sector where emissions are still increasing. If greenhouse gas emissions are to be stabilised, transport must make a major contribution.
