ABSTRACT

Chapter 2 assessed Japan’s policy regarding regional diplomatic frameworks, mainly regional summits. Japan’s policy has had two components. On the one hand, Japan attempted to create regional diplomatic frameworks that did not include the US. But, on the other hand, Japan avoided being excluded from regional diplomatic frameworks consisting only of Southeast Asian states. As far as diplomatic frameworks are concerned, regionalist projects proposed by various countries have been competitive. Many potential leaders attempted to create a self-sponsored regional framework.
