ABSTRACT
The preceding chapter surveyed economic and social conditions in Latin America. Despite some progress in recent years, a large segment of the population continues to live in poverty. Tens of millions of people lack access to clean water and adequate nutrition. The region’s poor are also unable to obtain quality and affordable health care. Public schools are plagued by teacher shortages, decaying facilities, and outdated instructional materials.
