ABSTRACT

This chapter draws together the threads of the book as a whole, which has shown that real development requires a new way of working. It suggests that sustainable development requires continuity, certainty, and trust between all the parties involved and shows how this can be achieved. It also shows that the power relationship between the parties must be changed so that people can have responsibility for and control over their affairs. It examines the potential for creative engagement by the private sector and describes fi nancing mechanisms which can be used to make such systems work.
