ABSTRACT

The previous chapter examined the GATS education debate. Most of the agents involved in this debate are not directly involved in the negotiation process. However, some of them aim to infl uence the process and the outcomes of the negotiations, including large international organizations such as UNESCO, Education International, the OECD and international associations of public universities. This chapter will address the political strategies pursued by these and other GATS stakeholders. To that end, public statements by these stakeholders will be analyzed and their efforts to infl uence the negotiations will be examined.
