ABSTRACT

In Sweden the focus and emphasis on participation and choice have been long-standing aspects of the health system. However, health policies have been shaped by other pressures and developments, and reflect the shifting priorities of the different governments. In this case study we begin with a discussion of the context and broader background for policy changes, actors and agencies involved in policy making and then go through health reform policies. We focus on citizen and patient rights and move on to discuss the politics of these measures as well as the role and relevance of the European Union and globalisation.
