ABSTRACT

A shift in the relationship between citizen’s rights, choice and commercialisation in Finland has taken place as part of broader policy changes. In this chapter we first analyse the context and background for policy changes, then focus on the actors involved in policy making and discuss the evolution of healthcare reform processes as well as citizens’ and patients’ rights and participation. We then focus on the relationship with international policies and conclude with our findings in relation to the Finnish case study.
