ABSTRACT
The context of health policies and health systems is changing. Our understanding of health policy priorities as well as the tasks and functions that health systems are to take are based on values, evidence and political compromise. More fundamentally, judgments about the appropriate functions of health systems and the legitimate aims of health policies shape our understanding. These set the framework for the analysis of healthcare reforms as well as interface of public participation and healthcare reforms.
