ABSTRACT

The following chapter originated as a policy study carried out for the Cultural Resources Division of the National Park Service (NPS) in 2002-3. Though best known as the manager of great wilderness parks, the NPS is also the nation’s chief preservation agency, responsible for the National Register of Historic Places, the National Historic Landmarks program, the rehabilitation tax credit program, and many other programs related to historic preservation. The study was intended to provide a baseline of information as well as recommendations to help the agency better preserve a multi-racial past and serve a multi-racial public. Portions were rewritten and published in CRM: The Journal of Heritage Stewardship in 2004. This chapter incorporates material from both versions, recast to reflect the fact that it is no longer a government document.
