ABSTRACT

A sound government structure and policy-making process are essential for good governance: They potentially ease the consensus-making process of major policy actors who must define and prioritise public problems and choose appropriate policy tools. Policy implementers are better motivated to translate these consensuses into acts and policy outcomes that both policy elites and the target population desire. Furthermore, such standards ensure that policy elites are able to receive accurate feedback concerning the progress of policy implementation so that timely adjustment of policies is possible when necessary.
