ABSTRACT

Eight months were to pass before there was another formal meeting of the Committee, partly because Robbins recommended against such gatherings if he thought he could resolve problems himself. Minor spats continued. In early February 1916, he went to see the PB Directors about their delays in clearing articles on a recent air raid. Swettenham complained he had been severely attacked by the Daily Mail and others about a D Notice prohibiting publication of photographs of the raid until the next day. 103 The Directors had made this ruling in the belief they were thereby helping the provincial press, who they mistakenly thought were unable to prepare printing blocks in under 24 hours; Robbins was able to explain it took only 3–4 hours.
