In its new-found enthusiasm for regular six-monthly meetings, the DPBC met on 23 May 1985, firstly to hear the Acting Secretary’s 195 report of his recent work. This included the New Statesman’s wish to publish unspecified operational and technical details of HMS Conqueror’s attack on the General Belgrano, and in particular of the submarine’s towed array sonar, allegedly given to Guardian reporters by the retired Chief of Defence Staff, Lord Lewin; the magazine accepted the information was covered by D-Notices Nos.1 and 2, but asked in its columns of 18 January whether Admiral Lewin had thereby been in breach of the OSAs; Kay had replied there was no direct connection between D-Notices and the OSAs. 196
