One hesitates to write any history of an era of which it is too early to have a true perspective, and which indeed has not yet ended. But in the spirit of openness and of freedom of information, it is appropriate nevertheless to record some of what has happened since the end of the Cold War, as it has involved the D-Notice System. With the importance in mind of confidentiality between the D-Notice Secretary and those who consult him, many names and details have been omitted in this more proximate section, but the gist is here. Similarly, the convention has had to be observed that official histories do not include matters concerning the administration in power at the time of publication, even where they are already in the public domain.
