ABSTRACT
The legislation was introduced with the best of intentions. The ambitious, confident Stephen A. Douglas, Democratic senator from Illinois, was determined to lay the groundwork for a transcontinental railroad from his hometown of Chicago to the Pacific coast. To do so required that the lands west of Missouri be organized into territorial governments and eventually become states. This would permit the settlement of land and the orderly growth of communities in the West.
