ABSTRACT
At the time of the Washington Conference, the U.S. Navy was still completing many of the submarines ordered during World War I. The success of the German U-boat campaign and the advances made by the Germans in submarine technology was the spur to the great attention paid to submarine development after the war. Among the ideas considered were minelayers, transport and supply vessels, and long-range cruiser submarines. *
