ABSTRACT
Several sets of issues arising from the data provided in Chapter 4 are discussed here. The first set of issues relates to the governance norms Taiwan articulates in its WHO campaign. Are Taiwan’s arguments relevant and credible? Are they consistent with the political, medical and humanitarian norms Taiwan invokes? How are political, humanitarian and medical arguments combined?
