A port operator should not only be concerned with whether it is technically and cost efficient in the provision of port throughput, but also whether it is effective in this provision. Effectiveness relates to how well the port operator provides service to its users – carriers, shippers, and passengers. Whether a port operator is effective may be measured by its adherence to its effectiveness operating objective, e.g., maximizing profits in the provision of port throughput.
