Forty years after its founding, the Association for South-East Asian States (ASEAN), on 20 November 2007, adopted the Charter of the Association of Southeast Asian Nations (“Charter”),1 after a two-and-a-half-year drafting process. It needs to be ratified by all member countries before coming into effect.2
