Introduction

The ceasefire in the Naga hills is a product of the war there, that is the consequence of the continuation of conquest and subjugation of segmentary societies at the hands of centralised states. It is imperialism in the service of state formation which today, with the means and the objectives of the modern nation-state, more often than not leads to violent repression and the threat of it. In these times of the accepted principles of democracy, the rule of law and universal human rights, this should be intolerable.
