ABSTRACT
In a country of millions of people, democratic government must be representative government and representation is based on the assumption that voters trust the party they vote for to reflect their views. Trust is generated by what individual politicians do and by their association with trusted civil-society organizations such as churches or trade unions. When these conditions are met, the party system is institutionalized, there are few floating parties, and few floating voters.
