ABSTRACT

The first two case studies explored in this book come from the Netherlands and, given the character of regeneration in that country, they include housing as a key component. In IJoevers (in central Amsterdam) the challenge was to attract investment into an area that had been largely abandoned by the private sector following the shifts in goods transportation technology and their effect on ports. The role of local government increased in significance following a failed attempt to launch a scheme based on a private sector-led partnership. Hoogvliet (in the periphery of Rotterdam), on the other hand, is a case of a public sector-led intervention aiming to turn around an area with large social housing estates, a product of public sector housing provision that had turned into a pocket of social deprivation.
