ABSTRACT

As discussed in Chapter 2, urban regeneration projects in France can be broadly divided into two categories. Therefore, studying both types will give a more comprehensive picture of how merit and public goods are provided through MUURSs. The project in Carré-de-Soie, in the Lyon agglomeration, is a locally initiated regeneration initiative in an area that has become derelict following the loss of much of its industrial activities. There was no central government subsidy available and the Greater Lyon Authority needed to convince private investors to come to the area if it wanted the project to succeed. The case of La Duchère, also in the Lyon agglomeration, is an example of the type of regeneration in which central state funding is used in order to turn around a declining suburban social housing estate.
