ABSTRACT

In many areas of the globe there is a new language of cosmopolitanism, ethical globalization, and global democracy. To create the reality of a true democracy will ultimately require a substantial destruction of the persisting system of racial oppression, including its hierarchy and rationalizing frame. One great barrier to racial change in the United States is the pervasive and deep-seated character of the centuries-old white racial frame, with its extensive rationalizing elements and emotion-laden legitimation of white privilege and continuing racial discrimination. Important elements of the frame control much everyday interaction and communication, even for well-informed and otherwise savvy whites, because they are omnipresent and "normal". The major carriers of a vital and progressive liberty-and-justice frame are African Americans and other Americans of color, a frame often seen in their protests against US oppression. The white founders, and most whites since, have periodically accented a rhetorical liberty-and-justice frame.
