How do these issues play out in practice in the real settings in which crime takes place and criminal justice agencies and practices work to address it? It is primarily the role of criminal-justice authorities to produce effective deterrence regimes (above and beyond, at any rate, those produced by natural social processes). What sort of regimes are these authorities and their practices in fact producing?
