A state-wide grantmaker, which we will refer to as “Grant-maker,” concerned with citizen access to health care was not only interested in knowing the outcomes of the individual projects that it supported, but also wanted to examine the collective impact of the programs on health care access. We revisit this exemplar among many others in this chapter and throughout the book. As you begin this chapter, think of the complexity of the questions posed by Grant-maker and the values that inhere in them.
