ABSTRACT
The previous chapters said relatively little about what measures might be effective in dealing with terrorist movements, although the successful responses were fairly obvious in some of the case studies. Potential solutions to terrorism in the world will be discussed below. Programs to counter terrorism run the gamut from detection and prevention of violent dissident activities by police, security agencies, and military forces to more involved efforts to eliminate support within society for the dissident groups. The techniques are available to all kinds of governments, although in some cases different regimes will find some approaches more in keeping with their style of governance. How governments attempt to deal with terrorist threats will influence the future of the dissident organizations and their societies. Some actions may defeat dissidents, but failures could strengthen the terrorist groups. Even short-term successes could have negative consequences if they sow the seeds of future problems.
