ABSTRACT
When President Bush made accountability the centerpiece of the education agenda announced at his January 23, 2001, press conference (White House, 2001), he reinforced what was already a central theme of state policies aimed at improving education. Many of the accountability features of President Bush’s education agenda were incorporated into the “No Child Left Behind Act” of 2001 (NCLB) that President Bush signed into law on January 8, 2002. The law was enacted with strong bipartisan support in both houses of Congress.
