ABSTRACT
At its first meeting, the Committee to Preserve Asylum had decided to concentrate on defeating asylum application deadlines, deferring, perhaps permanently, an effort to attack the more complicated and politically challenging issue of summary exclusion. As the CPA began to make some headway on deadlines with members of the Senate Judiciary Committee, one of its most active members, Carol Wolchok, began urging it to take on summary exclusion as well.
