ABSTRACT
Under the National Environmental Policy Act (NEPA), federal agencies are required to complete an environmental assessment before participating in major actions or projects that significantly affect environmental quality. While it is certain that U.S. funding of development projects abroad significantly affects the environment, it is uncertain whether such funding triggers the environmental assessment requirements under NEPA. The courts have not yet clearly resolved the issue.
