ABSTRACT

The three pillars that uphheld Rwanda’s genocide were in evidence there, in the presidential mansion, and examining them is critical to grasping the roots of the carnage:

• Hutu fear of the minority Tutsi and detailed preparations to exterminate the Tutsi “problem”;

• The acquiescence of the Catholic Church as those preparations became irreversible; and

• The French government’s role in propping up the doomed regime-even during the genocide-with cash and weapons.
