ABSTRACT

In a system of perfectly competitive markets, the role of financier is generally taken for granted and performed implicitly, at least in established markets. However, in other markets such as that for primary and secondary education, the role of financier is often not only important but also a market role that is rarely taken for granted. In such markets, the financier role can be the source of great debate and controversy. Before commencing market role assessment of the financier role in primary and secondary education, it is important to have a better idea of the general notion of the financier role.
