ABSTRACT
The central purpose of the planning system is to identify and plan land use for a local community and a national infrastructure and to provide a fair development control system for planning applications and arbitration in case of dispute. It is considered in the UK and many other countries, that both the land use allocation and the development control system should be decided democratically or at least with significant consultation.
