ABSTRACT
The OFT is a body responsible for policing the Competition Act 1998 which regards collusion as a contravention of competition and OFT have a duty to ensure that markets work properly and remain competitive. They consider there are three contraventions which spoil a competitive market at bid stage which are described in Chapter 10:
• cover bidding; • bid suppressing; • bid rotation.
