ABSTRACT
The Internet made available to anyone able to use a computer and media equipment the ability to distribute content to a global audience. While it is difficult to attract large audiences, there are examples of individuals being able to use web sites to attract immediate attention. Furthermore, the children targeted for protection by lawmakers and the FCC are some of the most likely to know how to use the latest technologies. Meantime, the availability of questionable content occurred at the same time as the global desire for edgy media increased.
