ABSTRACT
The rejection of the Constitution for Europe by the French and Dutch in May 2005 manifested a deep split between elites and citizens in the process of integration. Contrary to what one could expect, consent to integration among the citizens does not increase over time but seems to stagnate or even to decrease.
