The emergence of leftist governments in major decision-making countries of the European Union (EU) after 1997 caused member states to focus more on the internal structure of the EU. The trend was accompanied with further development of the EU, assimilation of more members, formulation of a common constitution, and providing conditions for the realization of common defense and security forces. The main serious concern, however, was how to keep a stable environment around the EU because that environment was capable of spreading instability within the EU.
