ABSTRACT

So far as finance is concerned, there are four stakeholders you need to report to:

■ parents;

■ governors;

■ the local authority;

■ the DfES.

Some heads find it hard to understand why they have to report on their budget to anyone when the local authority has delegated that budgetary responsibility to them. Some of their governors may concur with this, arguing that this is their budget and they will do what they like with it. In fact the following quote illustrates that this is not really true:

Any amount made available by an LEA to the governing body; a) Shall remain the property of the authority until spent by the governing body or headteacher. b) When spent by the governing body or the headteacher, shall be taken to be spent by them as the authority’s agent.
