ABSTRACT
Americans are at a disadvantage in trying to understand democratic politics elsewhere, because their system differs from the others. Unlike Americans, most people in stable polyarchies live under parliamentary government. Knowing how their own system works, they can readily grasp the general nature of politics in similar countries.
