ABSTRACT
The purpose and principal argument of this chapter develops in two stages. First, we suggest that theSecuritySectorReform (SSR) agenda containsways of overcoming problems associatedwith the security sector in SoutheastAsia, but that as presently conceived the agenda is flawed in important respects. Second, to sustain the case for not rejecting SSR as a whole because of the problems we identify, we explore the ways in which SSR has already been adopted to some extent in the region and argue that rather than jettisoning SSR, what is required is a more regionally sensitive approach.
