ABSTRACT
I focus on the economic assistance dimension of foreign policy for two reasons. First, economic resources are by far the most fungible, and aid potentially affects nearly every other aspect of a recipient’s fortunes. Second, the global economy is increasingly the terrain upon which states’ strategies of cooperation and competition are carried out.
