Honorable Turkish Nation . . . The government of the Republic of Turkey, as you have witnessed in recent years, faces physical and serious hostile attacks
against its regime and independence by the provocations of domestic and
foreign foes. [As a result] the state and its principal organs have been rendered
inoperative, constitutional organs have become obsolete and silent, and political
parties with their intransigent attitude have failed to form the prerequisite
consensus to save the nation and have failed to take necessary precautions.
