ABSTRACT

The development of a way to ‘measure the impact and outcomes of learning’ was carried out at a time of upheaval in the cultural field in England, with the grouping together of museums, archives and libraries and the prioritisation by central government of education and social inclusion as the main purpose of these organisations. Resource/MLA drew up plans to enable museums, libraries and archives to move towards this shift in purpose and introduced a staff development initiative Inspiring Learning for All. This was presented on a dedicated website which was available by 2003; the Generic Learning Outcomes, along with suggestions and examples of how they could be used drawn from the pilot studies, formed one part of this.
