ABSTRACT
LOOKING FOR STRATEGIC HRM WITH THE STATE AS FINAL ARBITER France: from the personal function to strategic HRM HRM really came into its own in France towards the end of the 1980s (Bournois 1997). Before this, one spoke of staff management, and the function of the personnel manager was essentially concerned with administration and social relations. It hardly existed as a discipline in management schools.
