ABSTRACT
THE NEW CONTEXT The year 2004 brought significant changes throughout Europe. The enlargement of the EU gave a new flavour to the old Europe. Ten new countries became members of a large and wealthy community. One of these was Latvia, a small country in eastern Europe.
