ABSTRACT
Before the War of 1812, state sovereignty was foremost in the nation’s political activity. Secession was “the club” used by every minority on important questions to gain leverage. The war relieved this pressure and unity was achieved. Slavery soon occupied the central place in national considerations and state sovereignty was again used as a means to an end. State sovereignty was put down as a heresy by the Civil War.
