ABSTRACT
Why would Germany start a war against the U.K. if its relative position could be expected to improve over time? And, if Germany had already overtaken the U.K. on the eve of World War I and, again, prior to World War II, why did it lose both conflicts? We have previously raised these puzzling questions, and it is now time to attempt an answer.
