ABSTRACT

The discourse on women’s empowerment in Africa is mostly embedded in the one on development and most precisely women in development. The literature review will concentrate on international documents stating the philosophical and political rationale behind the investigated policy. It answers the following questions: What different development frameworks have shaped the concept of women’s empowerment at the international level? How does the literature on development describe women’s empowerment? What is the relevant workforce education and development framework? What can be argued as a specific framework for this study? And then, because of some criticisms found in the literature, it will point out to the need to define more specific programs and define more comprehensive strategies.
