ABSTRACT
Carter was born and grew up in Los Angeles, California. She earned a bachelor of arts degree in psychology from Pitzer College in Claremont, California, and then attended the School of Social Welfare at the University of California, Los Angeles, where she obtained a master of social welfare degree.
