ABSTRACT

This is the first of three chapters that chronicle the public emergence of the vocabulary of First Nations’ Self-Government between 1970 and 1980. The emergence of this vocabulary is an index of the corresponding willingness and capacity of First Nations leaders to articulate their peoples’ aspirations to Canadian parliamentarians. No less important, for substantial change in the quality of First Nations relations is the capacity of Canadian parliamentarians to participate in a dialogue centred on this emerging vocabulary.
