Parenting skills are at the heart of the foster and adoptive placement decision. When an agency makes a referral to a consulting psychologist to determine the possibility of a personality disorder, depression, or substance abuse in a particular family, the primary goal is to determine the extent of the problem and the impact that the problem might have on a child placed in the family.
